Is it OK for a community or church group to make sandwiches and deliver them to the homeless?

Yes, but the food must be prepared in a commercial kitchen that has a health permit.

In addition, the city’s consumer health department says the group must also have written procedures on how they will transport the food to maintain temperature control at all times. The person in charge must be a certified food manager and anyone passing out the sandwiches must have a food handler card.

If that’s beyond what your community or church group can do, the city staff recommends giving out individually prepackaged foods that don’t require temperature control — for example, uncut fruit, bottled water, bags of chips, etc.
