Argyle makes deal with developer

ARGYLE — Morning traffic around Hilltop Elementary School may get some relief next year, after a developer agreed to build more streets to better handle the load.
DEMA Partners will extend Harrison Lane from in front of the school into a new 77-home subdivision. DEMA also will build a second street, known for now as Street A, from Harrison Lane back to U.S. Highway 377.
In exchange, the Town Council agreed this week to reimburse the development group some of its impact fees, since only part of Street A was in the original plan. Trent Petty, the town’s economic development consultant, estimated that DEMA would owe about $321,271 in impact fees for the first phase. The extension of Street A would cost about $114,000 and be reimbursable from those impact fees.
More than 700 feet away from Country Club Road, the intersection of Street A and U.S. 377 also is far enough away that the town should be able to secure another traffic light from the Texas Department of Transportation, said Petty. It would be the town’s third traffic light on U.S. 377, and the second in the immediate area around Hilltop Elementary.
The subdivision will adjoin downtown Argyle, which still has many historic buildings and homes. Developers have said that the subdivision will echo the redevelopment of parts of downtown, which has seen about two dozen new townhomes built on small lots.
The town staff reported in a work session just prior to Tuesday’s meeting that they are about 75 percent complete with a survey of downtown that should help resolve any issues in connecting the two areas.
After the approval of the new agreement, council member Jay Pellicone asked DEMA representative Derek DeGuire to turn his attention to the second phase. Plans for the land next to Hilltop Elementary originally called for a shopping district around an elliptically shaped park. Town leaders turned down DEMA’s request for a tax-increment finance district to pay for it last summer.
“The TIF is behind us, but we hope you guys can get the commercial going,” Pellicone said. “We need your help on that.”
