Home-rule charter proposal sent to Pilot Point residents

PILOT POINT — Copies of a proposed home-rule charter landed in mailboxes around town this week, part of the city’s preparations for its Nov. 3 charter election.

VOTING SCHEDULE

There are no early voting locations in the city of Pilot Point. The nearest early voting location is the Steven Everett Copeland Government Center, 1400 FM424 in Cross Roads. It will be open to early voting from 8 a.m. to 5 p.m. on Oct. 19-23 and Oct. 26-28. Extended early voting will be held from 7 a.m. to 7 p.m. on Oct. 29-30.

Election Day will be from 7 a.m. to 7 p.m. at the Pilot Point Senior Citizen Center, 310 S. Washington St.

Information packets were sent Tuesday to all of the city’s 1,883 registered voters, according to City Secretary Lisa Henderson.

In addition to providing potential voters with a copy of the proposed 42-page charter, which is required by state law, the packet included information on polling times and places. The packet also included four pages of information in a question-and-answer format about home rule.

City Manager J.C. Hughes announced that both he and members of the charter commission were available to speak to church and community groups about home rule and the charter process.

The Rotary Club and chamber of commerce have scheduled presentations for their members, Hughes said. In addition, more public venues sponsored by two parent-teacher associations are in the wings.

After declaring that Pilot Point’s population exceeded 5,000 people, the City Council created a charter commission in March, naming nine people in all to meet, discuss and recommend new rules of governance.

The commissioners worked through a 158-item questionnaire, as well as readings of other city charters, charter amendment elections and feedback from the city attorney, to write the final proposal. They signed off on the final version last week.

Among the group’s recommendations is adoption of the council-manager form of government, increasing from five to seven members on the City Council, which includes the mayor.

Unlike the current governance, the mayor would be able to vote but would not have veto power. Executive powers would remain with the City Council, including the ability to name department heads and a city manager.

Also unlike current governance, council members would be elected by a majority, not a plurality, and have no term limits. In other words, if three or more candidates run for an office, a run-off election is possible unless one of the candidates secures a majority vote.

The charter would also provide voters with the power to petition for recall, initiative and referendum elections.

Early voting begins Oct. 19.

Because the city’s charter election is being combined with a statewide proposition election, the nearest early voting location will be the Copeland Government Center, 1400 FM424, Cross Roads. Other early voting locations are listed on the Denton County Elections Administration Web site, http://elections.dentoncounty.com .

On Election Day, local polling is scheduled at the Pilot Point Senior Citizen Center.
