Following graduation from Central Catholic High School in Reading, PA in 1964 he joined the Army and was stationed in Germany for 4 years.  He graduated from Western Washington University in Bellingham, WA with a BA in 1972.  In 1971 he married Gail Higgins.  Glenn went to work for what is now FEMA in 1972 and his career took them to Seattle, Denver, Washington, DC and Denton.

The move to Denton evolved when Glenn and another FEMA employee developed the National Teleregistration Center, which allows disaster victims to call a 1-800 number for assistance, rather than stand in line waiting to fill out paperwork.  For his insight in creating the NTC, Glenn was awarded FEMA’s highest award, the Distinguished Service Award.  He was an active member of Trinity United Methodist Church, volunteered at Denton Community Hospital and the Family Violence Hotline; and regularly donated blood and platelets.

He retired to Oregon in 2001 and became a consultant on disaster preparedness.  His hobbies included running and biking, and he was working on becoming a great fly fisherman when his health began to decline.  He enjoyed jazz, traveling, photography, fast cars, and the Cleveland Indians.

Glenn is survived by his wife of 36 years, Gail; daughter and grandson Nicole Garcelon-Hillis and Matthew of Hillsboro, OR; daughter, son-in-law and grandson Danielle, Jason and Carson Glenn Hess, of Carrollton, TX; mother, Kay; sister, Gail and numerous nieces and nephews.  His father, George, preceded him in death.

Glenn spent his life helping others, so it should not surprise anyone that his final act of service was the donation of his body to the medical school at Oregon Health and Sciences University.  Untold others will continue to benefit from his unselfish generosity.

A Memorial Service was held in Lake Oswego, OR on April 14, 2008.  A Memorial Service will be held at 1 p.m., Saturday, May 3, 2008 at First United Methodist Church in Denton. A reception will follow at Hannah’s Off the Square.
