5th TYC guard arrested

Ex-official at Brownwood prison accused of having sex with teenage inmate

BROWNWOOD, Texas – A former youth prison guard has been charged with having sex with a female inmate under 17 – the facility's fifth former guard to be arrested after a full-scale investigation into the system.

Jaime Segura, 30, of Brownwood was suspended without pay Friday as the Texas Youth Commission began the process of firing him, said Jim Hurley, a commission spokesman.

Mr. Segura, who was hired in 2005, had been on paid suspension since Feb. 24 at the Ron Jackson State Juvenile Correctional Complex in Brownwood.

Earlier this year, Texas officials revamped state-run youth prisons in response to a sex scandal and a possible cover-up by agency officials.

A Brown County grand jury indicted Mr. Segura on felony charges, including one count of sexual assault, three counts of indecency with a child and four counts of improper sexual activity with a person in custody.

He faces up to 20 years in prison.

He posted bonds totaling $77,500 and was released from jail Friday, the day after his indictment. He could not be reached for comment.

Jerry Strickland, a spokesman for the Texas attorney general, said investigations are continuing.

The commission said in May that the Brownwood facility, about 120 miles southwest of Fort Worth, would become an all-female facility. Most of the male inmates have been moved.
