Report: Israel, Hamas

committed war crimes

PARIS – Amnesty International accused Israel and the militant Hamas movement on Thursday of committing war crimes during the three weeks of fighting in the Gaza Strip earlier this year. The human-rights group singled out what it called the "unprecedented" scale and intensity of the Israeli onslaught and the "unlawful" Palestinian use of rockets against Israeli civilians. Hamas and Israel both rejected the report as unbalanced.

Japanese diplomat will

lead nuclear watchdog

A Japanese diplomat who favors a strict approach toward Iran was elected to lead the International Atomic Energy Agency on Thursday. Yukiya Amano, 62, will replace Mohammed ElBaradei, the current director general, when his term expires in November. He takes the post as the agency faces multiple challenges to its mission of containing the spread of nuclear weapons.

Bill Clinton to visit Haiti for storm mission

UNITED NATIONS – Former President Bill Clinton is scheduled to make his first trip to Haiti next week as U.N. special envoy. Clinton begins a three-day mission Monday to help the impoverished Caribbean nation recover from four devastating tropical storms, which killed about 800 people in the fall and caused $1 billion in damage.
